Welcome to the home page of the Primary Team in the Learning & School Effectiveness Service, which is in turn, part of the Achievement and Inclusion Division of the Department for Children and Young People.

The Primary Team operates within the vision, values and guiding principals of the council;  its work is particularly focused on meeting the goals set out in South Gloucestershire's Charter for Children and Young People.  The strategic work of the team is embedded in the Single Plan for Children and Young People.

The Primary Team supports schools and pre-school settings in interpreting and promoting national and local strategies for the improvement of learning for children from birth to the end of their primary education.

Its work is not only to develop teaching by individual practitioners, but also to support the continual improvement of the leadership, management and governance in schools and pre-school settings.

Our goal is to ensure that children achieve high standards by enjoying a broad curriculum and a rich experience of learning within and beyond the school day.

Early Years Advisers

The team is led by the Senior Adviser (Primary), supported by the Early Years and Primary Strategy Manager, and includes:
  • Lead School Improvement Partners (SIPs);
  • Teaching & Learning Advisers and Consultants; and
  • Early Years Foundation Stage Advisory Teachers.

In 2006 South Gloucestershire became one of the first Local Authorities to employ a number of additional part-time SIPs, including current South Gloucestershire head teachers, to undertake close work with schools on its behalf.  We also regularly draw on the expertise of Advanced Skills Teachers and Leading Teachers / Practitioners across a range of specialist areas of learning.

Our work in schools includes the key functions of monitoring, support, challenge and intervention, as set out in the Council's School Improvement Policy.  The Team's key tasks include:

  • Providing head teachers, governors and a wide range of other staff with advice, support and guidance on self-evaluation and securing their own improvement;
  • Promoting the local implementation of the Primary National Strategy, including specific areas such as Early Years Foundation Stage, literacy, mathematics and languages;
  • Promoting local and national strategies for cross-phase developments in areas such as PE & Sport, Music, The Arts or Extended Schools; and
  • Identifying, disseminating and promoting effective practice, through training, direct support in schools / settings, networks, the website and other electronic media.
Much of this activity is a general entitlement for all schools and settings, but the team also undertakes targeted work in the small number of schools or settings which need additional support.  The Primary Team works closely with colleagues in the Learning and School Effectiveness Service and across the wider Achievement and Inclusion Division to monitor the effectiveness of schools and settings and to take action where necessary to secure improvement.
